The mathematical bases for the construction of a new class of decision support systems of an ordinal type, in particular a number of methods that form the basis of mathematical software: Methods of Evaluation the competence of the sources of information, methods for determining the threshold values of the coefficients consistency (rank correlation coefficient and the coefficient of concordance) and the condition of sufficient consistency of these coefficients ; methods of accounting competence information sources in determining the group ranking, group ranking methods for determining the feedback from the experts, methods for determining the weights of the partial rankings over the set of of summary rankings. The phenomenon of ranks reversal is investigated and a block diagram of the decision support system based on the use of ordinal ratings is developed.
