The object of study - the processes of interaction partners of state and private businesses in the transport sector and parts of their organizational and financial support. Purpose - to develop the theoretical foundations, methodological and practical recommendations to improve the efficiency of the transport sector on the basis of public-private partnership in the transport sector. The method of investigation - a systematic approach, statistical and cluster analysis, cash-analytical method, simulation modeling, the theory of active systems (methods of cooperative games model mechanisms managing organizational systems). The results: 1) A new approach to the evaluation of the efficiency of the transport industry in the country based on international comparisons, 2) recommendations regarding the development priorities of the national transport strategy of Ukraine on the basis of international comparisons of the efficiency of the transport industry, and 3) based on the study of international practice and theoretical views on the nature of PPP formulated his own definition of this category, and 4) systematic benefits and risks of PPP projects and their participants, 5) systematic principles of risk allocation between the parties of PPP projects, 6) The mathematical tools for modeling the behavior of organizational structures, the creation of which is expected PPP projects 7) developed guidelines for determining the effectiveness of PPP projects in general and their participants, 8) defined the key aspects that must be considered during the development of PPP projects, 9) developed a simulation model of financial support for the project in the form of PPP concession for the construction of the road. Scientific novelty: 1) the proposed comparative approach to assess the efficiency of the transport sector, 2) the proposed guidelines for evaluation of development of the transport sector in Ukraine on the basis of international comparisons of the efficiency of the transport industry, and 3) represented the actual wording of the essence of PPP that comprehensively describes all key features of this partnership, 4) developed guidelines for assessing the effectiveness of PPP projects, 5) proposed a mathematical tool for describing the behavior patterns of organizational structures, which provides creating PPPs, 6) developed a simulation model of financial support for the project in the form of PPP concession for the construction of a highway that allows you to calculate the cash flows under different scenarios of demand for services and evaluate the effectiveness of the project and its financial capacity to be realized. The results of research are introduced: 1) the preparation of doctoral and master's theses, and 2) the preparation of the monograph "Organizational and economic mechanism of public-private partnerships in transport", 3) in the training courses "Public-private partnerships in transport", 4) in the developed modules to courses "Project Management", "Investment Management", 5) when writing master and diploma. The results can be used both at the state and municipal levels of development of the transport sector.
