The problems of destruction of human capital accumulated and became sharp by reason of low standard of living, unemployments, unadaptation of people and productions to the effective functioning in market conditions, prevalence of disparity of trade education the necessities of economy, worsening of the state of health, and others like that. On such conditions there is an objective requirement in the socio- demographic estimation of the state of human capital at regional level and role of social-demographic factors in forming of human capital in a region, determination of directions of his recreation and development. The purpose of research work is development of directions and methods of recreation and development of human capital of the Kirovogradskogo region. For realization of such purpose there were determined tasks: on the basis of analysis of scientific sources to probe essence of human capital in modern scientific presentations, to define the methodical going near the evaluation of human capital, to analyse being of human capital in a regional level, to ground importance of role of social-demographic factors in forming of human capital in a region, to offer to recommendations managers in relation to directions of recreation and development of human capital.
