It was worked out the approach to demographic forecast designing that creates a possibility for more grounded forecasting and planning of inter-budget transfers. It was examined the causes of imbalance of region's own revenues and their demand for budget financing; social, economic, medical and demographic conditionality of inter-budget transfers. The division into demographic districts was given as a ground for regional forecasts' hypothesis. The demographic division of Ukraine was proposed, as well as it was described the demographic processes in divisions. The methodology of demographic forecasting was improved, in particular regional one. It was underlined the features of dynamics of fertility, mortality, and migration in short-term prospective and a power for their foresight.
