Essence of financial co-operation is exposed between the participants of hi-tech to the cluster, personal touches of innovative projects as a basic form of collaboration scope to the cluster, management by them. Generalized experience of redistribution of responsibility between participants to the cluster, management risks at slave innovative activity. Certainly and grounded directions industrial co-operation within the limits of realization of general projects, delegation of plenary powers between partners and newest forms of collaboration, at the conduct of innovative activity; the methodical going is developed near determination of perspective and critical technologies for the high-quality selection of innovative suggestions within the limits of activity of international technological cluster, in basis of which set of principles and parameters, algorithms of calculations, that will be instrumental in acceptance of the grounded decisions in relation to expedience of bringing them to the list middling - and long-term hi-tech competitive innovative and investment projects of state value and to strengthening of innovative factor in providing of socio-economic development of national economy, increases of its competitiveness, on the basis of realization of hi-tech projects of international level; the method of evaluation and selection of project suggestions is developed / projects within the framework of realization of strategy of international cluster taking into account priority directions of innovative development of economy of Ukraine and Russia; real tendencies and features of activity of separate industries of economy; to balance of the regional placing of productive forces of Ukraine; to socio-economic perspective of new technological decisions and observance of principles of co-ordination of interests of domestic research workers with the necessities of national economy and society in relation to the transparent selection of innovations.
