The comparative analysis of the system of state sponsorship of innovative activity is carried out in Ukraine and in the developed countries and countries which develop; the complex of suggestions is developed in relation to the possible ways of legislative settlement of question of forming of the system of state sponsorship of innovative activity in Ukraine; grounded conclusion, that structurally the институционная model of the system of state sponsorship of innovative activity must be based on application of the system direct and the mediated methods of financial influence for providing of innovative activity and concentrated after strategic directions of development the competitiveness of national economy in the international arena on the basis of leadership in a scientifically technological sphere; the mechanisms of financing of GCSTP and innovative projects are improved; offered approach to perfection of co-operation of the budgetary programs and government having a special purpose programs which must find a reflection in the Budgetary code of Ukraine; scientific recommendations are developed in relation to ways and directions of improvement component systems of state sponsorship of innovative activity in Ukraine, in particular, in part of creation of the proper state funds.
