The parameters of foreign trade hi-tech services are first appraised after their complete list with the use of methodology of Evrostatu, which enables to find out meaningfulness of knowledge-intensive services in mutual trade of Ukraine and Byelorussia. In particular, it is well-proven on the basis of analysis of their structure and calculation of their dynamics, that hi-tech services are the dynamic element of point-of-sale appeal which is least exposed to influences of instability in a world economy, consequently, remains claimed on world markets and perspective for development of economy; Byelorussian experience is exposed of state administration and control after implementation of the scientific and technical programs and projects which was carried out during 2003-2010. A complexity is rotined and co-ordinated state actions in relation to realization of national projects, their oriented to activation of the innovative system, development state of private enterprise and commercialization. Experience of RB can become in case for perfection organizationally of economic mechanism of activation and increase of efficiency of innovative development in Ukraine; the methodological going is developed near determination of investment potential hi-tech a sector and optimization of losses of investment resource in industry of fundamental research-and-developments on the basis of activation of external economic relations in the field of the mutual investing hi-tech the sector of economy, in accordance with which base investor a country (economic system) is determined with the large scales of recreation on indexes: To GDP, volume of investing of innovative activity and sphere of scientific researches.
