The purpose of work is the development of recommendations for policy-makers and correspondent governing structures in relation to the use of local possibilities of rural regions in the Kharkov area for coverage of energy deficit by the use of alternative sources of its production with minimization of charges in order to keep or improve an environmental safety in the Kharkov region.
