Methodology of the strategic planning of external economic integration on the principles of sustainable development including targeted integration programs to external markets is developed; the basic conceptual and methodological guidelines on the application of the marketing approach in the elaboration of foreign economic integration programs at the regional level are set; the concept of "points of growth" is proposed to use as practical tool to ensure the increase effectiveness of foreign economic integration of the region; based on the interviews of local government servants the list of issues of the development and practical implementation of the methods of strategic planning and development of integration processes was set, derived theoretical principles have been used during substantiation of a number of targeted integration programs and projects in Odessa region.
