The object of study is a research system recruitment customs authorities, specialized customs institutions and organizations. Purpose - to develop an effective tool of forming teams of officers staffing divisions customs authorities, the characteristics capable of professional-important qualities to successfully solve the tasks entrusted to the State Customs Service of Ukraine. Methods of research - survey, observation, questionnaire, analysis of critical situations, experiment and algorithmic analysis. The study found that the methodological approaches to the selection of candidates for passing customs officers enjoyed officials HR departments customs authorities do not fully take into account international experience in implementing similar procedures and should be improved. No clear psychological criteria for reliably identifying categories of suitability for service in customs authorities, which leads to not complete objectivity in making the final decision of the head unit. Results of the study of a problem for the implementation of high-quality professional selection of candidates for service in customs authorities, including its psychological component, indicate the need extensive work to create an effective system-software complex for psychodiagnostic study the level of vocational important qualities of future officials through which will elimination of those who do not conform to their chosen profession. Based on the experience of foreign and domestic experts in the field of personnel management in law enforcement structures, the technique of professiographic study singled out the essential features of life (useless) person to perform professional functions developed system-software complex for psychodiagnostical professional - psychological selection of customs officials to improve human resource management system. The novelty of the work lies in the fact that the developed system and software psychodiagnostical complex "system of career planning and selection mechanism, selection, placement and professional mobility of personnel of the State Customs Service of Ukraine" will create suitable conditions for the implementation of high-quality professional psychological selection of candidates for service the customs authorities of Ukraine. Expected result from the implementation of research - improving the personnel management system of the State Customs Service of Ukraine by introducing an effective tool of forming collectives personnel departments of customs officials capable of the characteristics of vocational important qualities to successfully decide their tasks.
