Research object: system of social and legal protection of children in Ukraine Research objective: study of social and legal protection of children in Ukraine and analysis of government agencies activity in order to ensure appropriate conditions for social development of children (up to 2011). Research methods: general scientific methods of analysis of legislation, documents from ministries, departments, and synthesis of relevant practices Results: On the basis of conducted analysis, recommendations for improving public policy in the context of enabling environment for social development of children were developed, in particular it focuses on increasing efforts to coordinate activities on improving social situation of children during the administrative reform of social services. Also recommendations for strengthening control over aid for children, for development and implementation of mechanisms for combining social benefits together with the provision of social assistance to poor families were developed. Field of application: social protection, social work, state family policy. Key words: public policy, social and legal protection of children, children in particularly difficult and extreme conditions, children, orphans, children, deprived of parental care, children with disabilities, refugee children, street children, social security, social protection.
