Subject of research: theoretical and practical issues of improving financial situation and reduce poverty in rural areas. The object of investigation - regulations and methodical documents on living standards, income and expenses of the rural population. In the process used the following methods: statistical, accounting and analytics, benchmarking and sociological. For in-depth analysis of income and expenditure structure conducted sample surveys of economic activity of poor rural families and investigated the causes of their poverty and misery. The state of stratification of the rural population in terms of income and expenses. Indicated that up to 2011, the level of poverty of the rural population by relative criterion reached 32.1% and remained almost at the level of 2010 In this paper propositions to improve employment, income and poverty in rural areas in conjunction with measures to radically improve rural development. The paper contains proposals for improving the methods of measuring poverty in rural areas. Keywords: income of the rural population, the structure of consumption expenditure, measures to reduce poverty, evaluation and analysis of poverty in rural areas.
