The object of research is human resource policy of the state. The paper presents the generalization and the new solution of scientific problem that is revealed in distinguishing and further development of current issues of human resource policy for the local administrations in Ukraine. The separate issues of the working hypothesis of the caused by the highest social values functional unity of the territorial organization of public power and public service on the basis of the responsible competence are worked out and grounded.
