Object of research: scientific achievements and practical experience in managing of modern general educational institutions (or secondary schools) in the context of modernization changes. Subject of research: theory and technologies of development and implementation of organizational mechanisms of management of secondary schools on the basis of tectology, systemology, synergy and modern management conceptions. The aim of research are motivation and experimental verification of theoretical principles of selection, classification, design and implementation of organizational mechanisms of management of secondary schools on the basis of tectology, systemology, synergy and modern management conceptions in the context of modernization changes, development of information technology support of effective functional mechanisms of management of functioning and development of GEI. Objectives: 1.Implement a system and a content analysis of the genesis of the theoretical foundations of management and determine its impact on the development of organizational structures and mechanisms of management of GEI in the educational field. 2.Analyzing the state of the problem in the theory and practice of management of GEI (secondary schools). 3.Determine the nature and identify the characteristics of the phenomenon of "control mechanism" and its variants, such as "organizational mechanisms of GEI," "economic mechanism in GSE (general secondary education)", "investment facility", "financial and economic mechanism of management " and others. 4.Identify and specify the nature of categorical-conceptual apparatus of the research problem, and research methodology of problems. 5.Examine the soviet and foreign experience of scientific researches of organizational and economic mechanisms of management in education, and their using in management by advisers; analyze the legal and information support of organizational mechanisms of management of GEI. 6.Comprehend conceptual approaches and principles mechanisms of management of GEI in education. 7.Define and scientific justify content and structure of formation technologies from different types of organizational and economic mechanisms of management of GEI and experimentally verify the principle of their action in practice. 8.Conceptually justify the scientific principles of construction, content and structure of organizational models and economic mechanisms of management, relevant to the public-social form and experimentally verify the effectiveness of management to implement the principle of accessibility of GSE (general secondary education) and providing of high quality of education as the priority areas of education policy. 9.Build and experimentally verify the effectiveness of mechanism action of public-social management of GEI in GSE considering modernization changes. 10.Analyze and summarize the results of the experiment on the basis of quality control expertise, prepare scientific-methods recommendations to the advisers in GSE. In the course of research prescribed the using of the complex of theoretical and empirical methods, relevant to the goal and objective of the research. Theoretical methods: analysis, synthesis, generalization will be used to substantiate the theoretical and methodological foundations of the research; genetic and systematic analysis and content analysis - to determine the nature of the phenomenon of mechanism of management of GEI, content of management and financial activities of the GEI heads, financial management in education, comparing of authorial classifications of mechanisms of management in education and identify their species, the definition of the legal framework of practical implementing of organizational and economic mechanisms of management of GEI; designing of the models of organizational and economic mechanisms of management of GEI, quotient-criterial model of the effectiveness of management of GEI - to test hypotheses and theoretical conclusions of researchers; abstraction, formalization, generalization ant foundation categorial-conceptual apparatus of research problems and formulate conclusions and recommendations. Empirical research methods: praksymetrycal (examination and analysis of management and financial performance of advisers), diagnostic (questionnaire, individual expert assessment, interview, method of self-assessment, the method of reciprocal recommendations, method of statement experts, testing, interviewing, survey of school chiefs), observational (direct and indirect observation for the management process of GEI, managerial and financial activities) being implemented for studying the problem station in the mass practice of GEI. Experimental methods (method of group expert reviews, classical pedagogical experiment) - to test hypotheses and developed models of organizational and economic mechanisms of management of GEI, mathematical and statistical (quantitative and qualitative, method 2 K. Pearson) for assessment of the state of using in the practice of the GEI heads, organizational and financial-economic mechanisms of management of GEI; effectiveness dynamic of management of GEI; method of statistical conclusions to test scientific hypotheses, analysis of nominative data to compare empirical 2eks. and theoretical 2theor. meaning of the coefficient of efficiency management of GEI (Key) as a result of experimental verification and implemented organizational, financial and economic mechanisms of management of GEI verification of obtained information by comparing data published in various scientific sources. Anticipated results of research - a comprehensive scientific and methodical analysis of the interaction of educational, administrative and economic processes of formation of resource secured and effectively coordinated organizational, financial and economic mechanisms of management of GEI and their implementation in practice and consumers GSE; general soviet and foreign experience in scientific development of organizational and economic mechanisms of management of GEI in educational field and their using by advisers in management, conceptual design and provision of organizational and economic mechanisms of management of GEI in education, requirements and principles of action of organizational and economic mechanisms of management of GEI, reasonable grounds for the separation and determination of characteristic varieties of organizational mechanisms of GEI and classification of organizational and economic mechanisms of management of GEI, grounded theoretical submodels of mechanisms of management of GEI according to research directions of each employee, theoretically provided structure of information supply of organizational control management mechanisms in functioning practice of GEI, installed and scientifically based causal relationship between the organization of information supply of management and effectiveness of management of GEI.
