The preconditions of cluster initiatives implementation in the scientific & technological cooperation between Ukraine and Russia have been marked. This will allow the scientifically substantiate of selecting the model of Ukraine's integration into the world economy based on the RIS methodology (methodology of formation of regional innovation systems) and methodology of functioning of European regions. The methodological approaches to formation of scientific & technological cooperation between Ukraine and Russia based on interrelation of cluster policy and technology platforms have been worked out. The economic feasibility of creating of Ukrainian-Russian virtual innovation cluster has been proposed. The methodological apparatus of the research has been improved, in particular, to develop the mechanisms of investing in the systems of international innovation clusters and inter-regional economic associations. This will allow attracting investments in international cooperation in innovation and scientific and technological spheres. The practical recommendations for central and regional state authorities of Ukraine in respect of improved the effectiveness of public policies to support the development of international economic relations on the basis of intergovernmental cooperation in innovation and scientific and technological spheres have been proposed, in particular, to develop of alternative projects to creating a Ukrainian-Russian innovation and technology clusters.
