Research is a transfrontal region (TBR) Ukraine is Russia. The purpose of development of transfrontal project is activation of socio-economic, scientific and technical, ecological, cultural development of subjects of transfrontal collaboration. In NDR decided scientifically methodical tasks which allow to define basic directions of transfrontal collaboration with Russian Federation within the limits of the Tchernihiv area for providing of steady development of European Region "Dnepr". Tasks which are executed in NDR: it is an assistance economic, social, cultural development of boundary regions and activation of comprehensive transfrontal collaboration with nearby countries at state, regional and local level; it is providing of realization of large-scale projects of transfrontal collaboration within the framework of the programs of boundary collaboration of the European instrument of neighbourhood and partnership; deepening of collaboration is within the framework of the present European regions and creation of new;- activation of foreign economic activity of regions; it is conditioning for foundation and functioning of joint ventures and formation of transfrontal economic clusters; - providing of guard of natural environment and ecological safety; it is development of infrastructure of boundary regions and conditioning for bringing in of investments.
