In research the evaluations contemporary procedures of the Government Social Programs are shown; the approaches to the evaluation of the programs social results and impacts effects are analyzed; microsimulation models application expediency for the Social and Economic Policies analysis and assessment and also for the evaluation of the social results of the Government Programs implementation are proved; methodological approaches to the modeling of the Budget Programs social results which based on the existing in Ukraine data with the use of Microsimulation Modeling methods are developed; methodical statements about determination of the main effects and impacts mechanisms of the Budget Social Programs aimed at improving people life quality are developed; methodical principles for the estimation both actual and prognosis, direct and indirect programs implementation consequences are formulated; theoretical and practical instruments which include microsimulation, evaluation methods of the Budget Social Programs implementation results are developed; detailed analysis of the existing in Ukraine data sources which can be used in program results assessment instruments creation and application are done; microdata structures analysis is executed; analysis of the some Government Programs development and implementation peculiarities are done; theoretical and practical recommendations for the data source improvement of the Budget Programs results evaluation and for the concerned organizations, specialists and communities attraction to the usage of the Budget Programs results estimation are developed
