Grounded essence of the regional innovation system (RIS) and certainly its structure, which shows by itself the aggregate of organizational and functional components (institutions), involved in the process of creation and application of scientific knowledges and technologies; entered in the scientific turn of concept "economic and technological potential of region", which allows complex to describe and estimate the presence of resources, capabilities, jurisdiction of region, and conditioned by them functional possibilities in relation to providing of technological development; the regional institutes of development are identified as organizationally economic patterns which are instrumental in allocation of resources in behalf of projects of achieving economy growing; certainly methodological basis of organization and functioning scientifically of innovative networks, classification of their structural components is carried out; principles of estimation of the state and prognosis dynamics of economic development of regions of Ukraine are developed by the criteria of taxonomy of technological modes from positions of authentication of structural weight of industries of post-industrial innovative economy; found out reasons which restrain realization of role of innovative factor of increase of competitiveness of regional economy; the methodical going is developed near the calculation of prognosis indexes of base volumes of investment resources of providing of development economic and technological potential of regions; the complex of suggestions is developed for public authorities in relation to the effective forming RIS, among what, package normatively legislative providing, institutes of development, public-private partnership (PPP), technological platforms and programs of researches, for realization of travelling map.
