The purpose of research: development and justification of managerial, organizational and financial measures, aimed at strengthening of scientific provision of the processes of modernization of Ukraine's economy. This has to ensure the growth of efficiency of the national economy and the achievement of an internationally competitive level. Research Methods - system analysis and synthesis, statistical comparisons, factor analysis, specialized techniques comparisons with the best performance (benchmarking ) and heuristic methods for constructing of generalized indices. In the research report the following problems are considered: - situation with implementation of the state R & D and innovation programs and the dynamics of innovation indicators in general in the country as a whole and in individual sectors of the Ukrainian economy during the past two decades; - influence of various factors on the meanings of key indicators of innovation activities. Main problems in innovation sphere are also identified; - comparative analysis of the level of innovation in the Ukraine and the EU, based on utilization of an adapted method of calculation of corresponding parameters of innovation activities according to the European Innovation Scoreboard and the European Innovation Index ; - analysis of specialized indicators, related to the impact of innovative activities on national security and propositions of measures to improve level of national security in innovation sphere. The results of scientific research can be used by the legislative and executive authorities of Ukraine to make decisions on the further development of innovation system and introduction of appropriate measures to support it.
