During the reporting period the scientists of the department was improved the justification for the theoretical and methodological principles for the development of the models of the financial and economic management and development of the higher education on the basis of the results of the evaluation of the effectiveness and efficiency of the financing of the higher school, as well as international experience in the financing of the higher education. As a result of the second phase of the study found that the educational services market in Ukraine is becoming more international. Stimulating the development of the educational activities in Ukraine requires the development and implementation of the measures at the national level in terms of: - increase the investment attractiveness of the universities to national investors, expanding types of the higher education institutions in accordance with their capabilities and objectives, determines the program of the socio - economic development of the society, state, regional skill needs, the needs of the labor market and the private sector, as well as tasks that determine the course of Ukraine to the integration of the higher education in the global educational and scientific space; - preservation of the human capital in Ukraine and addressing outflow of the talent to other countries in terms of development of the student mobility, using the experience of China, India, Kazakhstan and other countries. The higher education in our country should become a kind of "social elevator" for youth; - improve the financial sustainability of the educational institutions on the basis of the formation of the sufficient volumes of services' sales, allowing to the fully implement their obligations to the budget, to settle with employees, creditors and other counterparties; - the need of transformation of the model of the financial - economic and management the development of the higher education in Ukraine on the basis of the harmonized combination of the financial - economic models provide/recive educational services: goverment financing, business financing, debt financing, joint financing etc. Keywords - SYSTEM OF THE HIGHER EDUCATION, FINANCIAL EKONOMIC MODELS, GOVERNANCE, ECONOMIC ANALYSIS, EDUCATIONAL SERVICES
