The aim of the study is to develop a systematic approach and guidelines for assessing the impact of public debt on public finances and economic development of Ukraine in the short and medium term. The object of study is the national debt as a component of public finances Ukraine. The object of study is the functioning of the public debt of Ukraine and the assessment of its impact on the public finances and economic development of Ukraine. The results of research will be used by the Department of Financial Policy Minister to analyze and assess the impact of public debt on public finances and the economy as a whole to ensure stable economic growth, the implementation of the Decree of the Cabinet of Ministers of Ukraine of 29.04.2013 № 320 "On approval of the medium-term strategy for public debt management for 2013-2015". The results of this research focused on determining the characteristics of the impact of public debt on the state and the transformation of public finances in accordance with modern features functioning of debt.5481
