Scope of research: the nature and specific character of socio-cultural barriers during the process of modernization of the higher education in Ukraine. Purpose of research: the elaboration of conceptual principles and certain social communication technologies for overcoming socio-cultural barriers during the process of modernization of the higher education in Ukraine as it is the background for increase of the constructive potential of the higher education functioning and optimization of the renewal mechanisms in this sphere. Methods of research: analysis and synthesis, rationale, typologization, comparative method, analysis of statistical data, legal principles and documents; surveying, using the method of half- structured expert interviews; secondary analysis of sociological information; mathematical- statistical methods of correlation and cluster analyses; rating. Results of research activities: the theoretical and methodological principles for researching socio-cultural barriers during the process of modernization of the higher education in Ukraine have been developed. The analysis of the vectors and mechanisms of modernization has been performed within the system of the higher education in Ukraine, having identified the dysfunctional phenomena and their manifestations within the educational space, which can take place due to socio-cultural factors. The major socio-cultural barriers during the process of modernization of higher education in Ukraine that hinder the adaptation in regulation of the higher education in Ukraine up to the present day reality have been identified and characterized at the macro, meso and micro levels. Risk assessment has been conducted and the ways to cope with nonconstructive manifestations of traditionalism, conservatism, passivity and closedness of higher education activity in Ukraine have been defined as they are considered to be socio-cultural barriers during the process of modernization that hinder the implementation of the latest information and communications technologies and hold back the advancement of educational communications. The mechanisms to cope with the socio-cultural barriers that hold back the implementation of the principles of mobility for continuing education and self-education, progressive educational technologies, optimum methods of control and assessment of the quality of education; the mechanisms to cope with negative stereotype perceptions on the system of the higher education in Ukraine have been defined; the social and technological principles for the formation of the brand of higher educational establishments and their competitive recovery have been developed; the ways to raise the culture of tolerance have been worked out. The substantiation of the social communication technologies to cope with socio-cultural barriers during the process of modernization of the higher education in Ukraine has been carried out. The outcomes of the research activities have been introduced into educational process. The findings of the research are conceptual guidelines for education policy and can be used for the advancement of the management potential of administrative bodies and subjects of higher education and in the further development of scientific support to the process of modernization of the higher education in Ukraine.
