A research aim is determination of factors that form the culture of safety of human life and personality of "safe type" as its carrier, as well as analysis of the educational component of the teaching and educational process in University in this process. Such research methods as an analysis of normatively-legislative documents, scientific and scientifically-methodical developments on this subject, the psychological survey (testing), and the mathematical treatment of the results on the PC have been applied. The definition of the concept of "culture of human life safety" has been formulated as a result of research. Content of legislative and normative documents, which are the basis of providing of human life safety and generally accepted approaches which are applied at determination of making elements of culture and its functions, as well as the main provisions of philosophical, psychological and pedagogical (synergetic, andragogical) methods and means on forming of personality of safe type with various forms of education has been considered. The questions related to the psychological providing of the educational process of Universities have been considered. Typical methodologies of determination of psychological features and qualities of students that directly affect on their life safety and ability to react adequately on the possible dangers of environment are expounded and the influence of educational process on forming of such qualities has been analyzed. The significance of the research lies in the fact that personal component of human safety and safety of the environment which allow us to determine the level of its culture of life safety (CLS), to conduct system diagnostics, and also to provide the high level of motivation of the study of educational disciplines of direction "Civil safety" is a basis for ensuring safety culture. The theoretical significance of the research consists in development of modern psychological and pedagogical methods and approaches of forming of culture of life safety (professional activity) of students in University, which contributes to the preservation of their life, health and safety in further professional activity. The practical importance of research lies in its psychological directionality, focused on the development of the methodology and algorithms of designing the content of process for professional preparation of students to safe activity and its orientation on the development of intellectual abilities due to the self-regulatory mechanisms of the person, the use of modern informatively-communication technologies. Methodical materials of research can be used teaching staff of universities, especially disciplines of educational direction "Civil defence", as well as students in order to better and deeper learning of educational material.
