The draft National Programme Competition in Ukraine in 2014 -2024 years, provides for the establishment of organizational and legal mechanism for monitoring implementation of the competitive environment in determining the development of the sector or region commodity markets, including the determination of the concentration, the presence of monopolies on them, the presence of barriers that may hinder the development of competition in the marketplace. The result of this work is proposal to build an optimal model of organizational and legal structure of the management system to monitor the introduction and trends of competition. Suggestions and recommendations can be used in an information-processing system monitoring as well as in the development of guidance documents.
