The object of research - monitoring of IC-competence of students, teachers and principals of CEI in European countries and Ukraine. The subject of research - the process of IC-competence assessment of students, teachers and principals of CEI in European countries and Ukraine. The purpose of research: to identify tendencies in assessment of information and communication competence of students, teachers and principals of secondary schools, find out the forms, methods and procedures for its implementation based on the experience of European countries. Formation of students' information and communication competence is a priority direction in education sphere today. The study of scientific sources of European experience proves the importance and need of further research for the development of standards in education sphere, in particular IC-competence standards for students, teachers and other professionals in the system of general secondary education and management. Recommendations for IC-competence standards implementation will improve the quality of education and optimization of general secondary education in general. Obtained results can be the basis for the application and implementation of a competency-based approach to the formation of educational content, which is a conceptual guideline for schools abroad and Ukraine. At the first phase (Analytic-determined) it will be identified the general approaches to the organization and carrying out the assessment of students' IC-competence, determined the level of teachers' and principals' IC-competence of CEI in European countries.
