European higher educational establishments during the last years engage in the question of level of education quality improvement by systematic introduction of internal mechanisms of quality providing and their direct correlation with the external authorities of quality providing. After introduction of the State scopes of qualification the increase of freedom of higher educational establishments took place in development of curricula and programs, and also increase of responsibility for education quality. Higher educational establishments are under an obligation to develop, to inculcate and apply the internal system of quality of education providing, that is based on f results of education evaluation. Every higher educational establishment must provide the corresponding selection of courses and corresponding forms of studies, exactly to describe the planned results of studies and lead to the receipt of the stopped up results. One of major changes is a transition from the "students education" to the "help to students in education". Thus, the improvement of quality of students foreign languages training in technical universities consists in the continuous aspiring to the quality improvement, responsibility, co-ordination of actions, general decision-making. The indexes of culture of education quality asuuarance is students localization in the centre of educational process, authentication of workers with a working mestome, incentive but not dictatorial role of guidance, openness, foremost, on an external estimation, strengthening of selfreflexy and perfecting initiatives.
