Subject of the research is the state personnel policy as a factor of social development. As results of the research the essence of state personnel policy and personnel supply of state government in the context of view to it as special type of governing activity taking into account three aspects - social, governing and legal, were defined directions of improvement of state personnel policy in contemporary Ukraine, were defined ways of development of state personnel policy in realm of public service in Ukraine was disclosed.
