The object of the research is social and labor issues. Objective: to develop and justification of priorities, vectors and mechanism of modernization of social and labor sphere, which will ensure its continued effective development. Methods: scientific rationale, systems analysis; theoretical and logical analysis; economic-mathematical modelling; dialectical and comparative analysis; scientific justification, scientific forecasting, and other groups. The main scientific results - identified determinants of functioning social and labor sphere, reasonably vectors modernization of social and labor sphere, due to trends in the development of its basic components. Scientific novelty: generalized substantially supplemented and developed the modern theory and methodology of functioning social and labor sectors; improved theoretical and methodological basis of the role of the treaty began in the formation of employer costs for labor; Based on the diagnosis of the existing organization, motivation and remuneration of public sector employees to build a conceptual model of organization, motivation and remuneration (under the concept of reforming the institutions of the organization, motivation and remuneration in the public sector) from the standpoint of balancing the interests of stakeholders; proposed indicators and methods of assessing the quality of working life of the employee. Results of the study were used in the preparation of 68 scientific and analytical memos, proposals, recommendations and other materials, which were sent to the Cabinet of Ministers of Ukraine and the Verkhovna Rada of Ukraine, the Ministry of Labour and Social Policy of Ukraine and Ministry of Economic Development and Trade of Ukraine and others.
