Research object: management of labor potential's development of local government officials. Research purpose: improving the mechanisms of labor potential's development of local government officials. Research methods: logical, historical, analysis, synthesis, statistical analysis, comparison, modeling. Research results and their novelty: components of leadership in local government were singled out and demands for the individual manager-leader personality were stated, among which are: social character of activities, high competence in professional activities in accordance with the organizational profile, organizational skills, high moral values, emotional and willpower traits, intellectual potential, etc.; approaches to the mechanisms of labor potential's developing of local government officials by identifying goals, objectives, listing of professionally important qualities, performance indicators and evaluation, etc; ways to increase the efficiency and quality of public services by local authorities under decentralization of power in Ukraine were developed; Field of application: Public administration.
