Object of the research is the Soviet ethnic state policy in the Northern Ukraine in the first half of the 20th century. The aim of the research is to investigate the peculiarities of the national ethnic policy in the North of Ukraine, which has been conducted by the Soviet state during 1920-1940ths. Research method is based on the following methods: comparatively historical, systematically structural, retrospectrical and concrete analysis. The general directions of research: analysis of the national ethnic policy of 1920-1940ths with the help of the achievements of state historical science and active use of archive material. The analysis is conducted on the base of understanding of Soviet state multistage management. So, at the beginning whole situation in the USSR at the moment of this ethnic policy direction is observed. The activity of CP(b)U on the level of the USSR is researched thoroughly, at the end the regional level and the peculiarities of the national ethnic policy in the North of Ukraine are represented. The results of research are summary conclusions, as to the character of the Soviet ethnic state policy on the initial stage of the USSR existence which has been one of the most important directions to the strategic and current problem solutions. The general characteristic of the Soviet ethnic state policy in its obscenity, the fluctuation as to the needs of authority are overviewed. Observation of the Soviet ethnic state policy, as a part of the previous stage of the Ukrainian development, helps to understand current problems.
