Methods of research: theoretical (analysis of scientific sources, including sociological, philosophical, and psychological and educational experience; comparison, classification, data generalization) empirical (targeted teacher observations, interviews with the teachers of the out-of-school educational institutions, parents, pupils, questioning, teaching experiment - a pilot, stating, forming), the methods of mathematical statistics. Novelty of research: The basic competencies of pupils of the out-of-school educational institutions, which are formed the basis of the realization of competence-based approach to the out-of-school education are defined; the essence of the concept of "basic competence" of pupils of the out-of-school educational institutions, their structure, criteria, indicators and levels of formation of the pupils of the out-of-school educational institutions are specified exactly; content, forms and methods of formation of the basic competencies in students the out-of-school educational institutions, based on the obtained results, a method of forming the basic competence of children out of school education.
