One of the key directions of state regulation of the economy is the development of social infrastructure. Along with traditional, mostly bud get, activities important place in the social infrastructure occupies a profitable activity. It relation to social infrastructure branches changes qualitatively the interpretation of social infrastructure which covering fiscal and commercial component. The symbiosis of two opposite form activities determines reconsideration of state policy of regulating the social infrastructure development, which one associated with market-based economic relations. The need to increase the effectiveness of state regulation in acute budget deficit requires the transfer of emphasis from direct subsidies to program budgeting, performance-oriented; from subsidy to in direct(tax) dating; from mainly state to the mixed public-private forms of financing. The new form sand methods of regulation of social infrastructure, which have a stimulating effect to improve the quality of services and produce a positive impact on human development, were studied.
