The aim of the research is to identify the social reserves of personnel management, to develop a methodology for measuring the social reserves of personnel management and arrangements to improve the enterprise's social development. This led to the following objectives: to identify the acutest social problems that hinder the development of sustainable social enterprise; to diagnose social development of the enterprise subdivisions; to identify the factors, constraining it; to identify the reserves of the employees labor potential increasing; to determine the level of staff satisfaction with social conditions, that are created in the subdivisions of the enterprise; to identify the workers' social characteristics; to identify the prior needs of the various socio-demographic group of workers; to diagnose the state of the personnel management system (labor motivation, staff stabilization, training and career development, social communications system, social tensity); to identify and summarize the workers' proposals for improving the enterprise' social development; to develop and test the methods of the personnel management social reserves measuring. Research methods: the basic method of information obtaining is the sociological survey (sociological questionnaire). The primary sociological data analysis was conducted using techniques such as the index method, correlation analysis, typological analysis, factor analysis, categorical data analysis. The empirical basis of the research were the mass questionnaire materials (316 workers interviewed, a solid sample). The report materials could be used in the social development management and in further research of the social factors positive impact to the efficiency of human resource management, as well as in the educational process in disciplines such as "Sociology of Management", "Human Resource Management".
