The object of study is cost formation procedure of design and survey works for new construction, reconstruction and repair of public roads and transport facilities on them (further - D&S). The purpose of the study is development of sectoral regulations to determine the cost of D&S. The research methods are analysis of existing domestic and foreign D&S cost calculation procedures and identification of their disadvantages; collection of comments about the existing mechanism for cost determination from D&S customers and design organizations; analysis of foreign experience about D&S cost determination the; analysis of initial data about estimated cost of design and survey and construction work; bringing the cost of funding allocated for design and survey and construction works to the calculated level of 2014; comparison of this estimated cost; synthesis of sectoral regulations with averaged percentage indicators.
