The theory of normal forms of Poincare for autonomous systems of differential equations with impulse action and established the principle of reduction was built. These results generalize the critical conditions of stability of equilibria in cases analogous to the classical critical cases of A.M. Lyapunov and V.A. Kamenkova. The influence of small perturbations of the right sides of the system on the stability of the critical positions of equilibrium was considered. A new method for studying the stability of linear systems of differential equations with impulsive and delay was proposed.
