Based on the generalization of international experience and local practices of the priority directions and mechanisms of cooperation between the state and rural communities to improve life-support systems in rural areas. Grounded rural development policy measures aimed at strengthening cooperation between the owners, land users farmland in local rural communities, creating favorable conditions for the implementation of local land potential through self peasant proprietors, the integration of members of rural communities in local social and economic networks.
