The objective is developing of scientific and methodological bases of formation of the educational process of preschool children with impaired mental and physical development in inclusive terms. The field of application is the average (Guidance for the educational work) and highest (training and retraining of specialists) level of education. The methods of work is the scientific analysis of foreign and domestic psychological and educational literature, teacher observations, questionnaires, interviews, experimental research. The experimental results is scientifically grounded and conceptual founded of inclusive education of preschool children with special educational needs. The main scientific and theoretical approaches to educational activities were determined in the kindergarten with inclusive education with current educational trends.
