The approach allowing at certain restrictions on a period of research to gain the solution over loading of enough general view is developed. A qualified problem which solution coincides with the solution of the initial problem (for a semiplane) till the moment of origination of reflected waves is observed. The Laplace transform on time variable and expansion into Fourier series on bandwidth is used. The exact analytical solution of a plain problem on action of non-stationary loading on a surface of an elastic semiplane in the conditions of "the mixed" boundary problem when on the boundary normal stress and tangential displacement (the fourth boundary problem) are set is built. Integral Laplace transform on time variable and the Fourier on space co-ordinate which inverse is executed by means of tabular relationships and convolution theorems for wide assortment of non-stationary loadings is applied. Comparison of the gained solution with the solution of the first boundary problem of theory of elasticity is executed.
