The object of this research is the management of HR development of organizations of consumer cooperatives operating under the circumstances of "new economics" emerging. The aim of this research is to develop theoretical and methodological bases, methodical and practical recommendations for the management of HR development of organizations of consumer cooperatives in Ukraine. The research methods are specific and general scientific methods, including a system approach, methods of analysis and synthesis, method of statistical analysis, sociological. Modern management science is focusing increasingly on shifting of the role of HR in social production. The role of HR as regular expenses that should be cut, is replacing by new approach to the HR as to capital and investment that needs to be properly managed to create conditions for its development. It requires a change in the whole paradigm of HR development in the organization. In the terms of post-industrial society based on information technology, economic growth and wellbeing depends more on intellectual resources that belong and depend directly on HR of the organization. Modern approaches to the management under the emerging "new economics", which is aimed at HR development, are insufficiently developed theoretical and practical foundations. The practical significance of the results is that the theoretical and methodological principles of the thesis brought to the level of concrete proposals and guidelines to improve the system and organizational methods of management of HR development of organizations of consumer cooperatives in Ukraine.
