Theoretical and methodological basis of the system-structural development of the foreign economic sphere of the national economy have been developed. The basic principles and approaches of formation of competitiveness of the mining and metallurgical complex have been formulated, internal and external conditions of formation of their competitiveness have been systematized. Conceptual basis for the formation of the complex mechanism of state management of innovative development of foreign economic activity of the region have been offered.
