The objects of research are processes of development of foreign economic spheres of the national economy. The purpose of research is to systematize the theoretical and methodological basis of the system-structural development of the foreign economic sphere of the national economy, to determine the conditions intensify its basic components, the elaboration of areas of structural development. Research methods are comparative analysis and generalization, methods of system analysis, structural analysis, economic statistics and abstract logical methods. Theoretical and methodological basis of the system-structural development of the foreign economic sphere of the national economy have been developed. The basic principles and approaches of formation of competitiveness of the mining and metallurgical complex have been formulated, internal and external conditions of formation of their competitiveness have been systematized. Conceptual basis for the formation of the complex mechanism of state management of innovative development of foreign economic activity of the region have been offered. Results of the research have been introduced in the educational process and the practical activities of enterprises, state and regional authorities.
