The object of the study is the financial sector of Ukraine and international financial services markets. The subject of research is the adaptation of the financial sector to the needs of an open economy in the context of development tools to attract funds. The aim of this study is to develop proposals for the adaptation of the financial sector and its components to the needs of an open economy in the context of intensified use of innovative tools to attract funds. Research work aimed at creating new knowledge in the field of financial sector in the process of adapting the system of state regulation to the needs of an open economy in the context of development tools to attract funds. Methods: a systematic approach, methods of formal logic, analysis and synthesis, analogy and comparison. In this work the trends and characteristics of global financial markets; the analysis of international experience of financial instruments to attract capital; defined instruments to attract financial resources in an open economy; assessed risks to the global financial system at present; explore the experience of preventing financial risks in the EU; the estimation of risks functioning of the financial sector of Ukraine in an open economy; analyze the experience of state regulation of the financial sector in the EU and the possibility of its application in Ukraine; the ways of building a risk-based system of regulation of the financial sector of Ukraine; The ways of improving the efficiency of planning and use of funds attracted from international financial institutions. The work can be used in the practice of the Ministry of Finance of Ukraine and the Cabinet of Ministers of Ukraine, other ministries and departments of Ukraine.
