Object of study - algorithms of elements (clusters) human congestion during events in a city. Purpose - to develop comprehensive models of action crowds during events in a city through the use of electronic maps, GIS technology and geospatial tools and cluster analysis. Research methods - the use of so-called multi-agent simulation approach for actions and the properties of the individual in the crowd, and the parameters for the formation of group behavior elements of the crowd; the use of GIS and e-card for simulation environment properties model objects mob action in a city; use elements cluster analysis to identify links between elements of the crowd and group of individuals on an electronic map on their attributes; application of probability models and templates based on interpolation using spline path to form a movement of individuals; using geospatial analysis and multistep process simulation modeling to obtain final statistical parameters crowd clusters formed according to certain parameters. Recommendations for the use of work - report results appropriate to apply the management bodies of law enforcement forces in the performance of service and combat missions to ensure the internal security of the state.5481
