A new complex criterion of wheel steels in-service reliability, which connects elevated wear resistance characteristics and resistance to in-service defects (shalls, spalls) formation under contact fatigue conditions is developed. For new generation of high-strength railway wheels the steel with low carbon content (0.50...0.55%) and solidsolution and precipitation hardening due to high content of alloying elements (up to 1% Si, 1% Mn, 0,17% V, 0,018% N) creating bainitic-martensitic matrix structure is recommended.
