Object of research - public relations arising in the process of monetary and banking. The aim is to improve the theoretical, methodological and practical principles of circulation of money in the global financial instability; development of new approaches to the problem of the organization of cash within the National Bank of Ukraine; eliminate problems in the regulation of domestic banks, improving crisis management instruments the banking system of Ukraine. Research methods are analysis and synthesis, classification, evaluation, systematic and comparative analysis. As a result of the study, the following results: developed a comprehensive program of the banking system and the state's participation in the loan providing small and medium businesses; The system of cashless payments, by offering the introduction into circulation of a plastic card such as "social card"; identified ways to improve monetary and exchange rate policy of the National Bank of Ukraine; reasonable measures aimed at ozdo-rovlennya banking system state.
