Based on many years of experience organizing events on the problem of attestation of military servicemen assessment and attestation process in terms of the special period and with the participation of military personnel in peacekeeping operations on the basis of studying the experience of leading countries and the practical involvement of staff of the Armed Forces of Ukraine in anti-terrorist operations. Purpose - scientific and methodological justification of changes to the existing system of attestation Armed Forces of Ukraine to take account of the features in their assessment of performance in a particular period. In order to achieve the objectives of the study the following tasks: analyzing the experience of leading countries of the procedure and criteria for the assessment of military personnel who participate in local conflicts, consider the activities of commanders (chiefs) and experts during the evaluation subordinates in crisis situations; determine the evaluation criteria in times of crisis or in peacekeeping operations for different categories of personnel; development changes the guidelines of the organization and attestation of the Armed Forces of Ukraine for evaluating military in times of crisis; drafting amendments to the legal documents governing the attestation of the Armed Forces of Ukraine. The methodological and theoretical basis of the study consists dialectical and systemic approaches, methods of induction and deduction, peer reviews and interviews. As the research methods used: theoretical and methodological analysis of the problem, the scientific generalization, general scientific methods of logic and comparative analysis, expert evaluation, methods applied sociology and psychology: tests, questionnaires, interviews, observation and surveys. As information sources used official documents and regulations that define: function (official) duties of commanders (chiefs), personnel of the organization and conduct of military attestation; personnel management; assessment system of combat (Mobilization) readiness of troops, units, formations, and the experience of peacekeeping and anti-terrorist operations. News study is to determine: approaches for dealing with the content and change the process of evaluation soldiers during peacekeeping and antiterrorist operations; proposals to take account of the special requirements of measures for evaluating soldiers during anti-terrorist operations; proposals for improving the existing system of assessment based on the experience of participation in military operations against terrorism; take account of changes to the legal documents on making adjustments and taking into soldiers in the evaluation process and their impact on the effectiveness of combat operations. As a result, studies were obtained following results: analysis of the existing system of assessment of military personnel and their parts; formed proposals to improve the existing system of assessment based on the experience of participation in military operations against terrorism; proposed evaluation criteria soldiers from the experience of participating in military operations against terrorism; designed workstation layout with decision support management staff in the direction of comprehensive evaluation of Armed Forces of Ukraine.
