Subject of research is web-based software system for activity support of the Center for Providing Administrative Services (CPAS) in Ternopil City Council (TCC). Purpose of research is improving the quality and reducing the time service for people in online mode during providing services in CPAS TCC. Research methods are methods of systems analysis, computer simulation methods, methods of object-oriented design and programming, optimization techniques. Result is a software system with extended functionality which improves the quality and comfortability service and improvement the people informing on the specifics of online services providing in Internet. System give possibility to user registration and authentication that will provide online advice on the validity of the documentation for the provision of services directly in CPAS that significantly reduce the loading on the customer's service in the center during the documents registering. For a customer who come in CPAS it simplify paperwork for services and reduce the time and number of visits to CPAS. Scientific novelty is in creating a new architecture of web-based software system and optimization parameters of its functioning (SEO, performance, usability), which ensure the effective provision of administrative services CPAS TCC.
