The purpose of work is to create a methodology of technological foresight and situational forecasting of innovative processes and the development of the information system, which will represent a single information space of knowledge about the future to foresee problems. According to the results of work carried out as follows: A systematic approach to the use of qualitative (modified method of hierarchies analysis, Delphi method and morphological analysis) and scenario analysis, networking, situational methods of simulation for solving problems of foresight in the conditions of incomplete and inaccurate information, which makes it possible to carry out deep analysis and long-term policies to shape the development of key industries of Ukraine and a group of strategically important enterprises. There is built the structured foresight knowledge base, which is represented in the form of information model of frame prototypes using semantic networks, allowing transparent and well-structured heterogeneous information on the subject area of the research object, build the structure of complex objects (objectives, alternatives of the scenarios, critical technologies, etc. ), to analyze the context of situations, scale research objects and to carry out their comparative analysis. There are proposed the technique of determining the semantic coloring of unstructured information fragments and the technique for converting of information data of unstructured fragments semantic coloring adapted for use in the foresight.
