In carrying out the study found that implementation of comprehensive measures low-carbon development scenario (without tax) is characterized by positive macroeconomic effects, and the main driver of the observed qualitative changes in favor activation of processes investment, which increases the efficiency by reducing specific energy consumption; cumulative changes in productivity leads to additional growth of output and GDP in the long term at 6% and 12% respectively. Proved that the implementation of carbon taxes has little impact on macroeconomic indicators.
