Object of study - activities of the State Fiscal Service of Ukraine in the sphere of customs control of the use of risk-oriented instruments of customs control. Purpose - to develop a mechanism of risk analysis in the context of the introduction of prior notification of the movement of goods and vehicles through the customs border of Ukraine. Methods - systematic and comparative analysis, synthesis, dialectical method, abstract logical method. According to the specification, analysis and recommendations of international approaches to risk management in the conditions of the introduction of prior notification of the movement of goods and vehicles across the customs border; outlines the role of customs component in the system of foreign economic security; developed proposals for the process of information exchange DFS customs and economic operators in the presentation of prior information requirements for the submission and short forms of import declaration (exit summary declarations) under the current EU customs legislation depending on the means and ways of moving and a certificate UEO proposed organizational and administrative aspects, information and technical specifications of the mechanism of risk analysis in the context of the introduction of prior notification of the movement of goods and vehicles through the customs border of Ukraine.
